Füstölés határok nélkül
A TASZ filmje a hollandiai drogturizmusról: vajon valóban a hollandok kezében van a megoldás?
Bergen op Zoom egy holland városka nem messze a belga határtól. A város nevét a múlt év végén kapta fel a nemzetközi sajtó, miután a polgármester bejelentette: bezárja az összes coffee shopot a településen. A döntést azzal indokolta, hogy a várost minden héten 25 ezer belga drogturista látogatja, akik közlekedési dugókat okoznak, kiabálnak az utcákon és illegális drogokat áruló dílerek szakosodtak rájuk. Egyes újságok már egyenesen a holland drogpolitika kudarcáról cikkeztek. A TASZ filmes csapata december elején személyesen is ellátogatott Hollandiába, hogy kiderítse az igazságot. Meginterjúvoltuk a város polgármesterét, megkérdeztük az utca emberének véleményét is. Kiderült, hogy a helyieknek nincs különösebb problémájuk magával a fűszívással vagy magukkal a coffee shopokkal: ami zavarja őket, az sokkal inkább a külföldi drogturisták rohama. Beszéltünk egy másik város, Tilburg polgármesterével is, aki szerint a probléma megoldása nem a coffee shopok bezárásában rejlik, hanem a kannabisz termesztésének és forgalmazásának legális szabályozásában – mégpedig a határ mindkét oldalán. Ellátogattunk egy tilburgi coffee shopba is, amelynek menedzsere megosztotta velünk gondolatait a coffee shopok jelenéről és jövőjéről.

A következtetéseink a következők:
1) A problémát nem a kannabisz-fogyasztás vagy a coffee shopok jelentik: hanem a kannabisz illegalitása a határ másik oldalán.
2) A problémát nem lehet megoldani a coffee shopok bezárásával: ez nem szünteti meg a keresletet és kínálatot, csupán a föld alá szorítja azt, ahol még több problémát okoz.
3) A probléma megoldása nem a hollandok, hanem a belgák kezében van: a szomszédos országokban is létre kellene hozni a kannabisz-piac legális ellenőrzését.
Belga aktivisták jelenleg is küzdenek azért, hogy legális kannabisz-ültetvényeket hozhassanak létre országukban, ahol a törvény szerint 1 növény termesztését a hatóságok tolerálják. Ha egy olyan szociális klubot hoznak létre a fogyasztók – érvelnek az aktivisták – amelynek ültetvényében mindenki csak egy növényt birtokolhat, az igazságos megoldást jelentene a problémára. we learnt from the media that two Dutch cities at the Belgian border plan to close down all coffee shops in order to prevent the nuisance caused by the thousands of Belgian drug tourists coming to buy cannabis every week. The mayors made it clear that they don’t have any problem with cannabis or coffee shops in principle, but only with the organized crime and unsafety associated with the influx of drug tourists from Belgium. So if there were no drug tourists they would allow the coffee shops to operate.

We think by closing down the coffee shops the Dutch cities will not solve the drug tourism problem, because young people will still go to the Netherlands to buy the good quality marijuana (so called Netherweed) there – but not in a controlled environment anymore, but from dealers and drug runners in shadowy alleys. Here nobody asks for IDs to prove that the customers are not underage and they can also obtain more dangerous drugs such as cocaine and heroin. The ban will not reduce supply but only pushes it undeground.
It is the common interest of the Belgian and the Dutch governments to protect their young people from harms caused by the black market of drugs – but it is not possible through repression, but only with more regulation and control. Therefore we ask the Belgian government to reconsider its drug policy and instead of pushing the Netherlands to ban coffee shops start a negotiation about the possibilities of a regulated and controlled cannabis market in both sides of the border.
We ask the Ministry of Justice of Belgium to take the lead in designing a new legislation that allows the opening of coffee shops in order to reduce the harmful consequences of drug tourism and the crime associated with it.
